Agreement to Terms and Conditions

By submitting this parking application, you acknowledge that you have read, understood, and agree to abide by all North Central University parking policies, procedures, and regulations outlined below. This includes, but is not limited to, rules regarding permit eligibility and display, enforcement actions such as ticketing and towing, snow emergency procedures, and guest parking requirements.

Introduction

North Central University offers parking options to students, staff, faculty, and guests. Due to the limited amount of parking spaces, and in adherence to the agreements with the City of Minneapolis, the Campus Safety and Security Department implements institutional procedures and regulations to help provide fair and equitable parking.

Any policy, procedure or regulation is subject to change at any time, without notice, as different parking issues may arise throughout the year. The Campus Safety and Security Department will make every effort to maintain this document up to date, and to notify the community of the changes.

In order to be legally parked on property owned by North Central University, you must purchase and correctly display a valid North Central University parking permit. To qualify for a parking permit you must have a valid North Central University Identification (ID) number, be engaging in North Central University related business or events, and have no outstanding citations. To correctly display a parking permit, the permit must be placed on the inside of the vehicle's windshield in the upper passenger corner just below the sun visor strip. The permit must be fully visible. Parking permits may not be altered. If your permit has been altered in any way, you may be subject to additional fines or penalties. Purchasing a permit does not guarantee a parking space, and a lack of parking is not a valid excuse for any violation of parking regulations.

Students, staff, faculty, and guests are responsible for understanding and complying with the parking regulations of North Central University. If you are applying for a parking permit, you will have the opportunity to acknowledge reading and agreeing to the regulations and information provided on this policy guide.

Parking at Your Own Risk

While surveillance cameras have been installed on campus, the university assumes no liability for care of, damage to, and/or protection of any vehicle or its contents at any time while the vehicle is operated or parked on campus. All vehicles should be locked when left unattended and valuables should be removed. If your vehicle has been damaged/stolen, please file a police report then notify Campus Safety & Security personnel.

Observing Rules

Bringing a vehicle on campus is a privilege not a right. Parking and driving on North Central University property are permitted in accordance with the regulations and information found in this document, which are designed to maximize the use of parking space and assist in maintaining lots. Everyone operating a vehicle on campus should observe all city and university traffic and parking regulations at all times.

Minnesota State Law requires all vehicles to be registered with their state of issuance and carry a minimum of liability insurance.

Right to Ticket & Tow

North Central University reserves the right to ticket and/or tow any vehicle in violation of established parking regulations at the owner's expense. This includes the right to collect any fines associated with the ticketing and/or towing of a vehicle. In addition, persistent violators may have their parking privileges revoked. See "Parking Citations and Fines" Section to get more information on towing of vehicles.

Directions to the Campus Safety & Security Office

To better serve the campus community outside of business hours, Campus Safety and Security also has an office on the main floor of Miller Hall. The Office is open 24/7/365 to assist with public safety matters and parking issues outside of the normal business hours.

    • Note: the gravel area between Lot C and D as well as the extended area of Lot C are not available for parking unless Campus Safety and Security communicates otherwise for a special event.

Campus Lots Closure

North Central University reserves the right to close parking lots for special functions including, but not limited to, NCU College Days, Pastor's Day, Community Outreach Day, Admissions Visit Days, etc. If necessary, permit holders should prepare for alternatives parking arrangements for these days. North Central University will notify you up to 24 hours before the lot is closed.

Pending Parking Applications

North Central University is not responsible for parking accommodations during the application process. Students waiting for approval of their parking permit application must make their own parking arrangements until their permit has been issued.

Parking on campus while an application is pending or in process may result in the vehicle being ticketed and/or towed.

Electric Vehicles

North Central University does not permit the charging of electric/hybrid vehicles through our electrical systems. Owners of such vehicles must make other arrangements for charging off campus.

Vehicle Maintenance

Vehicle service and/or repair of motor vehicles is prohibited in campus lots without the direct permission of the Director of Campus Safety and Security and the Director of Facilities Management.

Loading/Unloading Zones

North Central University has one designated loading zone in Lot B. Unloading/loading is permitted with or without a North Central University parking permit for 15 minutes in the designated parking spots. Flashers/hazard lights are required during the 15 minute parking time.

Parking Spaces with Signs

Any parking space with a sign requires a special permit (i.e. contractor spaces, resident director spots etc). Any vehicles parked in any of these spaces without an appropriate permit or approval from Campus Safety and Security are subject to ticketing/towing.

One Valid Permit at a Time

North Central University does not allow for multiple permits to be used at the same time. For example, residents may not have an on campus parking permit and a Minneapolis Street parking permit that are valid at the same time. They may choose to keep one and return the other to the security office. If a student receives a permit off the waitlist, he/she must return the old permit prior to receiving the new one.

Handicapped Parking Options

Handicap spaces located in North Central University parking lots require a valid North Central University parking permit as well as a valid state issued handicapped permit. Overnight handicapped spaces are available to students who have been issued a Resident or Staff/Faculty permit and have a valid state issued handicapped permit. Handicapped spaces are limited and are on a first-come, first-served basis.

Quick errands, deliveries, drop-offs are not valid excuses for parking in or obstructing handicapped parking spots. Vehicles parked in spaces designated for handicap without this permit will be ticketed and/or towed.

Visitor & Guest Parking

Designated guest parking spaces are for guests only. Guests must register their vehicle with Campus Safety and Security by applying in person at the Security Office located in Miller Hall. Guests and Visitors checked into the electronic guest parking will be allowed to park on campus in the following lots.

  • Elliot Ave (Guest Parking Spaces)
  • Parking Lot K (908 Centennial Lot)
  • Parking Lot C (15th St & Chicago Lot) Note: the gravel area between Lot C and D as well as the extended area of Lot C are not available for parking unless Campus Safety and Security communicates otherwise for a special event.

It is the responsibility of students and employees to inform guests of the guest parking regulations.

Parking Citations and Fines

Enforcement of parking rules and regulations is done to provide a fair and equal parking for those who have purchased a parking permit. The fact that a person parks in violation of any law, policy, or regulation and does not receive a citation does not mean that the law, policy, or regulations are no longer in effect. Using emergency flashers does not allow vehicle owners to illegally park their vehicles, particularly in handicapped spaces, fire lanes, at yellow curbs, etc.

Citation Amounts

Parking citations are issued in the amount above of $25/$50 each unless otherwise noted. A Tow Letter will be issued on the third unpaid citation. The Tow Letter will serve as a final warning and any sequential violation will result in the towing of the vehicle.

Towing

North Central University may tow a vehicle in violation of the parking regulations or in violation of applicable city or state laws without warning; however, North Central University will always make their best attempt to give a warning before towing. Vehicles parking on a North Central University parking lot, with multiple unpaid citations, are subject to being towed. Continued and blatant disregard for North Central University's Parking Policy is unacceptable and subject to ticketing and towing.

Vehicles whose owner cannot be identified through North Central University Campus Safety and Security records may be towed at the driver's expense.

North Central University may tow a vehicle for any of the following reasons:

  • 3 or more unpaid citations (Tow Letter has been issued)
  • Failure to move a vehicle during snow emergencies/closed lots.
  • Falsification, illegal, or revoked permit

Unpaid Citations

Persons with unpaid citations will not receive a new permit until all outstanding fines are paid. Applicants who submit a parking application who have unpaid citations will be declined and notified. The applicant must then pay the citations and their application will be moved to down the line to the time that they paid their parking citations. This means, the parking application will not have a spot held in line, until all citations have been paid.

Applicants are responsible for handling any unpaid citations. Campus Safety and Security maintains a continual record of citations; records are not erased from year to year.

Parking Grievance Form / Appeals Process

The Parking Grievance Committee reviews digital appeals from individuals challenging a parking violation. This form can be access by using the QR code outside the Security Office window or by following this link: Service - Parking Grievances

The Parking Grievance Committee adheres to the following procedures and responsibilities:

  • The parking grievance form must be received by the Campus Safety and Security Department within 10 days of the date the citation was issued (Weekends included). The Parking Grievance Committee will respond within 15 days that the form is submitted.
  • The individual submitting the parking grievance form, must wait to hear back from the parking grievance committee prior to applying for an application as the fine remains on the vehicle until after the decision is made.
  • The committee may decide to cancel the fine, reduce the fine, or deny the grievance form and keep the fine.
  • All decisions made by the Parking Grievance Committee are final.
  • An improperly displayed permit violation will be automatically waived if the owner places the permit in the correct spot within two days and provides proof to the Campus Safety and Security Department.

Ticketing at the Start of the Semester

All parking permits must be displayed properly in the vehicle upon the owner's arrival by the date the permit is valid. North Central University Campus Safety and Security will complete their regular rounds of ticketing throughout the entire year; meaning, there will be no grace period at the start of the semester and parkers are expected to obtain and display a permit while parked on a North Central University parking lot.

Permit Fraud

Individuals who are believed to have committed a parking fraud defined as, the illegal transfer of parking permits may result in your vehicle being ticketed and/or towed as well as loss of parking privileges. Obtaining a parking permit under false pretenses, falsifying the information on a permit application, or having incorrect license plate information displayed on the permit shall constitute a violation. The theft of, use or possession of a lost, stolen, invalid, false, or altered parking permit constitute this violation. This may also result in revocation of parking privileges.

A $50 citation will be issued and a hold will be placed on the student ID until the vehicle owner meets with the Parking Coordinator and/or Director/Assistant director of Campus Safety and Security.

Snow Emergency Parking Information

After a snow fall or after consecutive snow falls over multiple days, a snow emergency may be declared for the North Central University campus. All users of North Central University parking lots are required to follow North Central University Snow Emergency Procedures.

North Central University Snow Emergencies are conducted in two phases. Permit holders should make themselves familiar with the phases so as to know where to move their vehicle. A snow emergency is in effect from the time it is declared until all parking lots have been plowed. It is the permit holder's responsibility to inquire about Snow Emergencies. Guest parking is not allowed while a snow emergency is in effect.

Phase I

Phase 1 may be declared on the first or second day following the snow fall. It starts at 6:00 PM the day it is declared, meaning all vehicles must be moved from the following lots by 6:00 PM on Phase 1. It ends at 7:00 AM the following morning unless the Campus Safety and Security Department notifies permit holders of a change. Restricted parking lots of Phase 1 include:

  • Parking Lot A (Chapel Lot)
  • Parking Lot B (Miller Hall Lot)
  • Parking Lot E (Upper West Ramp ONLY) [across the CLC]
  • Parking Lot F (Upper East Ramp ONLY) [across Augustana Care]
  • Elliot Ave (Guest Parking)

Resident Lot K permit holders can park in other non-Snow Emergency parking lots during a Phase I Snow Emergency. If an individual has any questions about parking after a snow emergency, they may call the North Central University Campus Safety and Security Department at 612.343.4445.

Phase II

This phase may be declared on the first or second day following the snow fall. It starts at 6:00 PM the day it is declared. It ends at 7:00 AM the following morning unless the Campus Safety and Security Department notifies permit holders of a change. The following parking lots must be cleared of vehicles by 6:00 PM during Phase II.

  • Parking Lot C (15th St & Chicago Lot)
  • Parking Lot D (Chicago Hall Lot)
  • Parking Lot G (Zimmerman House Lot)
  • Parking Lot H (Liechty Hall Lot)
  • Parking Lot J (Mensing Lot)
  • Parking Lot K (908 Centennial Lot)

North Central University permit holders may contact the North Central University Snow Emergency phone line at 612.343.7882 for current information. Snow Emergency email, voice mail, and text message notifications are sent out through the Emergency Notification System. If you are currently registered for parking on the North Central University campus and have not opted out of the Emergency Notification System, you are automatically enrolled in Snow Emergency Notifications.

Snow Emergency signage will be posted on the door of the Campus Safety and Security Department Office, Student Development Office and the entrances to the Orfield Apartments. If in doubt, contact the North Central University Snow Emergency line or go online to skyline.northcentral.edu/. North Central University Campus Safety and Security Department is not responsible if notifications are not received.

Vehicles left in the closed parking lots during snow emergencies will receive an automatic $50.00 citation and a hold will be placed on their student account, until the citation fee is paid or a meeting has taken place with the Parking Coordinator and/or the Director/Assistant Director of Campus Safety and Security Department.

Minneapolis Critical Parking permit holders are not permitted to park in a North Central University parking lot during a City of Minneapolis Snow Emergency and may be towed without warning. If you have a Minneapolis Critical Parking permit, you may call 612.348.7669(SNOW) for information. Vehicles parked in a North Central University parking lot during snow emergencies will receive an automatic $50.00 citation and a hold will be placed on their student account, until the citation fee is paid or a meeting has taken place with the Parking Coordinator and/or the Director/Assistant Director of Campus Safety and Security Department.

Staff & Faculty Parking Permit Options

As a benefit of working at North Central University, all staff and faculty are eligible for a parking permit that allows parking in many North Central University parking lots. Full-Time employee parking permits are valid for one year, August to August. Adjunct faculty and part-time employee parking permits are valid by semester and are required to re-register each term they are on campus.

Employees must re-register for a permit if they change vehicles. Employees who encounter a medical need to change parking arrangements may be asked to provide verification via medical doctor's note. Full time staff and faculty may submit one parking permit application per vehicle. Staff and Faculty permits only allow one permitted vehicle on campus at a time. Two employees from the same family may have two permitted vehicles on campus during work hours. Parking on any allowed lot is based on the first-come, first served policy.

Resident Parking Permit Options

Parking spaces are limited at North Central University; therefore, not everyone is guaranteed to receive a parking permit. Students have several different parking permit options to apply through North Central University. Resident permits are only valid for the vehicle to which they are registered. When changing vehicles, residents must obtain a new permit from Campus Safety and Security.

Students may not leave their vehicles parked in a North Central University owned parking lot when leaving for any break without acquiring a valid parking permit. When leaving a vehicle over break, it is the responsibility of the owner to arrange for other individual to take responsibility of the vehicle. Campus Safety and Security recommends parking under a ramp when leaving for break to prevent towing during snow plowing.

All parking lots are assigned on a first come, first serve basis. A permit grants the permitholder a single designated lot to park in.

Break Parking Permit Options

Summer Parking Permit

  • Cost: $45. Applicants must pay for the permit in the Campus Safety and Security office at the time of receiving the permit.
  • Applicants Eligible: Students residing or working at North Central University over the summer months (May-August)
  • Permit allows parking in the lot designated upon permit approval.
  • Summer Parking Permits are valid the day after spring semester finals through the week before classes begin fall semester. Maintenance on the parking lots during the summer is likely. Permit holders will be notified when they are required to find a different place to park.

Christmas Parking Permit

  • Cost: $45. Applicants must pay for the permit in the Campus Safety and Security office at the time of receiving the permit.
  • Applicants Eligible: Security Officers, Apartment Residents, and specific sports personnel.
  • Permit allows parking in the lot designated upon permit approval.
  • Christmas Parking Permits are valid the day after fall semester finals through the week before classes begin spring semester. Snow Emergency policy stays the same through winter break and permit holders will be notified when to move their vehicles for plowing.

Spring Break Permit

  • The cost for Spring Break Parking is $5 per day with a maximum payable amount of $30. Applicants must pay for their permit in the Campus Safety and Security office when collecting their permit.
  • Eligible applicants for Spring Break Permits are students residing at North Central over Spring Break.
  • A Spring Break Permit allows the holder to park in lot C.
  • Spring Parking Permits are valid from 5:00 PM Friday after the end of business hours until the Sunday at the end of break at 11:00 PM. Note: this permit can be applied for by emailing parking@northcentral.edu.

Student MLPS Critical Parking Permit

Register For Proof of Residency

  • Cost: $25 per year. Paid at the City of Minneapolis Development Review Office or online.
  • Applicants Eligible: Minneapolis Critical (Street Parking) parking permits are only available to students who live on campus.
  • Permit allows parking: Streets surrounding North Central University campus (outlined by the city).
  • This permit is valid for one year after its issuance by the city of Minneapolis.

Students who desire a Minneapolis Critical Parking Permit must apply through North Central University. This permit is not issued by North Central University.

It is the responsibility of the Critical Parking Permit holder to stay informed of City of Minneapolis parking regulations and to register for parking notifications through the City of Minneapolis. North Central University does not facilitate notifications for City of Minneapolis snow emergencies, street closures, or any other City of Minneapolis street regulation.

Students having a vehicle serviced, may obtain a temporary parking permit from the City of Minneapolis by applying at http://www.ci.minneapolis.mn.us/parking/critical/parking_critical_visitor-service-permit. The cost is $5.00 for this permit and may be valid for up to 30 days.

North Central University does not provide temporary parking for Minneapolis Critical Parking permit holders.

Students may not obtain a Minneapolis Critical Parking Permit and an additional Semester permit from North Central University, with the exception of summer and/or Christmas parking permits.

Minneapolis Critical Parking permits are awarded on a first-come, first-served basis and is restricted by the City of Minneapolis to a limited number of permits Campus Safety and Security may award. North Central University is not responsible for declined applications by the City of Minneapolis.

Vehicles with a critical parking permit may not park in a North Central University parking lot without the direct approval of the Parking Coordinator, or the Assistant Director of Campus Safety and Security.

When a snow emergency is declared by the City of Minneapolis or North Central University, vehicles with this permit may not park in a North Central University parking lot and may be towed without prior warning.
