These are Microsoft 365's standard sending limits. If you go over them, Outlook may stop sending from your account for up to 24 hours.

A distribution list from the NCU address book counts as one recipient. A personal contact group counts each person separately.
Need to send to a large audience?
Outlook isn't for bulk email. Use a distribution list through Shared Mailboxes & Email Lists, or talk with Marketing & Communications about campus-wide messages.
